Rules of Participation

Fees

Each team is responsible for a $55 referee fee per game. This fee is paid directly to the referee assignor and must be paid no later than 15 minutes before scheduled game time.

Uniform Policy

All players are required to wear the official jersey of the league.

Players will receive jerseys once they are registered. Unregistered players will not receive jerseys. No exceptions.

Rosters

Rosters may carry an unlimited amount of players, provided all rules of participation are adhered to by every single player.

Each team must carry a minimum of 5 dressed players per game.

No player may participate in any round of the playoffs without having played at least 1 game prior to the start of the playoffs.

No player may play for more than 1 team for the duration of the league.

The names and numbers of each player must be signed in to the official score book before the start of every game. Failure to do so will result in a 1 shot technical foul assessed to the team’s bench.

All players and coaches must sign the waiver/release of liability before participating in the league.

Schedule

It is the coach’s responsibility to notify the commissioner of any days or times that their team cannot play before the start of the league.

If a team needs to change the schedule after the start of the league, it is up to the discretion of the league commissioner as to whether the schedule is changed or whether the game is declared a forfeit.

No request for a schedule change will be granted on the day of the game.

Tie Breaker

1st Option – Head to Head; 2nd Option – Total tournament point differential; 3rd Option – Coin toss

Technical Fouls

Coaches are responsible for the behavior of themselves and their players at all times

2 unsportsmanlike technical fouls and fighting will result in automatic ejection.

Any person attempting to make physical contact (successfully or unsuccessfully) with a game official or league representative will be automatically ejected from the game and league. Should the infraction occur during a team/player’s final game, they will not be permitted to participate in the next Outlet Sports & Recreation/360° Skills Academy event, tournament or league. The duration of the ban is up to the discretion of the governing body.

All players are required to wear the official uniform of the league. Failure to do so will result in a 1 shot technical foul per player.

Forfeits

No Forfeit Policy: Any team forfeiting a regular season game will be automatically ejected from the league. Entry fees will not be refunded.

A forfeit cannot be declared in the event of natural disaster, facility problem or late official. The game will be rescheduled.

Teams must be dressed and on the court with 5 players at the designated time of tip-off.

If a team is not present with 5 players at the designated time of tip-off, the commissioner and lead official reserve the right to call the game a forfeit. A forfeit may only be avoided if the head coach of the present team agrees to wait, but the game clock will start at the designated time of tip-off regardless.

For every minute of game time elapsed, 2 points will be awarded to the present team. When the opposing team is dressed and ready to play, the game clock will stop. The game will begin with the score and time on the scoreboard.

If the opposing team is not dressed and ready to play at the end of the first quarter, the game will be declared a forfeit.

Please be advised: Norman Thomas High School has a no-spectators policy. If there is any additional personnel that you wish to accompany you or any member of your team into the building, they must be on school safety’s approved list. To get on this approved list, contact the commissioner. Also keep in mind that players will be placed on the approved list based on rosters submitted to the commissioner. Therefore if you are adding players during the course of the season, you must also contact the commissioner before the player will be admitted into the building.

Rules of Gameplay

Official Score: The score in the official score book is the only score that matters. In instances of a discrepancy on the scoreboard, the official scorer will be the ONLY person consulted for clarification.

Running Time: During the first 3 quarters, the clock stops only on timeouts, jump balls, foul shots and at official’s discretion until the final minute. During the fourth quarter, the clock stops on every whistle and dead ball in the final 2 minutes.

Official size (29.5) basketball used; College three point line and lane

4 ten minute periods; no shot clock; 8 second backcourt

6 personal fouls allowed per player; if a team falls below the minimum requirement of players due to disqualification on personal fouls, the last player to be disqualified is allowed to return to the game; however, a 1 shot technical foul will be assessed to that player’s team at that point and for every additional personal foul committed by that player

Teams are in the penalty on the 5th Team Foul of each quarter.

2 full timeouts; 1 twenty second timeout per half; timeouts do not carry over to the second half or overtime

Zone and man defense allowed; no defensive 3 second violations called

Overtime

The overtime period will be 3 minutes; maximum of 2 timed overtimes; 1 full timeout per team per session

Team fouls do not carry over from the 4th quarter. Teams are over the limit after the second team foul.

If the score is still tied at the end of the second overtime, there will be a sudden-death overtime with no game clock, no timeouts and no team fouls. The first team to score five (5) points will be declared the winner.

Mercy Rule: If a team is losing by 20 points or more in the second half, the clock will run with no exceptions, including on free throws. If a team is down by 20 points or more with 4 minutes left in the 4th quarter, the game will be called.

All situations not covered by these rules are subject to the governance and discretion of the commissioner, assignor and/or crew chief.
